What Is IMPACT Level 5?
IMPACT (Information Management, Processing, Access, and Classification Taxonomy) is a classification framework used to determine the security controls required for information systems that handle government data. The levels range from 1 (public, unclassified information) to 6 (classified national security information).
IMPACT Level 5 covers Controlled Unclassified Information (CUI) and mission-critical data that, if compromised, could cause serious adverse effects on organizational operations, assets, or individuals. This includes:
- Law enforcement sensitive information
- For Official Use Only (FOUO) data
- Privacy-protected information (PII, PHI)
- Financially sensitive government records
- Procurement-sensitive and pre-decisional documents
Systems that handle IL5 data must implement comprehensive security controls drawn from NIST 800-53, including encryption at rest and in transit, strict access controls, continuous monitoring, incident response capabilities, and complete audit logging.
Why General-Purpose Tools Fall Short
General-purpose document management and cloud storage tools are designed for collaboration and productivity: ease of sharing, real-time co-editing, and broad access. These are exactly the wrong design priorities for sensitive records. Specific shortcomings include:
- Insufficient access controls. Most collaboration platforms offer folder-level permissions at best. Sensitive records require document-level, attribute-based access controls with multi-level approval workflows.
- No immutable audit logging. Compliance frameworks demand a tamper-proof, time-stamped, action-level audit trail. If an auditor asks "who accessed this record, what did they do, and when?" the system must answer completely and irrefutably.
- Weak retention and disposition controls. Regulated records have specific retention schedules: how long they must be kept, when they can be disposed of, and how disposition must be documented. General-purpose tools typically offer a recycle bin, not a compliant retention engine.
- Shared infrastructure risk. Multi-tenant cloud platforms share infrastructure across customers. IL5 data requires isolated storage environments to prevent cross-tenant data exposure.
- Limited chain-of-custody capability. Sensitive documents often need a verifiable chain of custody: a complete record of every person who has handled the document from creation to archival.
What a Compliant Records Management System Looks Like
A purpose-built system for IL5 records management addresses each of these gaps by design:
- Defense-in-depth security. Every document is stored in an encrypted, isolated repository. Network segmentation, intrusion detection, and continuous monitoring provide overlapping defenses that ensure no single point of failure compromises the system.
- Attribute-based access controls. Access decisions incorporate the user's role, the document's classification, the action being requested, the time of day, and the user's location, not just role-based permissions.
- Immutable audit logging. Every action on every record — from creation to access to modification to archival — is logged in an immutable, time-stamped audit trail that cannot be altered or deleted, even by system administrators.
- Configurable retention and disposition. Retention policies are configured per record type, aligned with federal, state, and industry-specific requirements. When a record reaches the end of its retention period, the system enforces the prescribed disposition action and documents it for compliance.
- Isolated storage environment. Data is stored in isolated environments that prevent cross-tenant exposure, not just a best practice but a requirement for IL5 data.
Who Needs IL5 Records Management?
The answer extends well beyond federal agencies. Any organization that handles sensitive, regulated, or high-risk documents should evaluate whether their current practices meet IL5 standards:
- State and local law enforcement agencies managing citations, arrest records, and evidence documentation
- Courts and legal departments managing case files, orders, and sealed documents
- Healthcare organizations managing patient records, compliance documentation, and HIPAA-regulated forms
- Government procurement offices managing contracts, bids, and financial documents
- Regulatory agencies managing enforcement actions, compliance findings, and investigation files
Secure Vault: Built for This Problem
Secure Vault was purpose-built from the ground up to solve the problem of sensitive records management in government and regulated environments. It's not a general-purpose document management system with a compliance layer bolted on. It's an IMPACT Level 5–compliant platform designed specifically for organizations that cannot compromise on the protection, integrity, and compliance of their most sensitive records.
Vault provides defense-in-depth security, attribute-based access controls, immutable audit logging, configurable retention policies, and isolated storage, all accessible through a secure customer portal for document uploads, requests, downloads, and real-time notifications.
