Probabilistic AI for National Grievance Redressal

Knowledge-Net matching ahead of the generative-AI wave — human-in-the-loop expert training, Editorial gates, audits, and sovereign cloud delivery

Back to Case Studies

Client: A national-tier public-health systems and policy body operating under a major country’s Ministry of Health  |  Sector: Applied AI & Healthcare

The Challenge

The country’s public-health system processes a continuous stream of citizen grievances — formal complaints from patients about service quality, conduct, environment, billing, and clinical care. The client needed a national-scale platform that could intake grievances from public users via web and mobile, intelligently match each grievance to the most appropriate expert-authored response, learn continuously from expert review, and operate across multiple regional languages — all under strict adherence to the country’s IT Act / information-security guidelines and WCAG 2.0 AA accessibility.

Conventional rule-trees and decision-tree reasoning engines — the dominant approach for case-routing systems at the time — were known to be cumbersome to build, brittle to maintain, and difficult to scale. Each new grievance category required a new rule, each policy change required hand-edits to a decision tree, and the expert knowledge embedded in the system steadily drifted out of date. A national-scale grievance system needed something fundamentally different: a system that could learn from new grievances rather than be reprogrammed for each one.

The Solution

Applied Decision Technologies and its sister entity designed and architected a probabilistic Knowledge-Net AI engine specifically purpose-built for grievance-to-response matching — five years before the current generative-AI cycle made applied ML a mainstream conversation.

The framework treats grievances and expert responses as connected profiles in a knowledge graph. Each profile is enriched with statistical match parameters generated by machine learning applied to the history of past grievance-response pairings. New grievances are categorized via text classification (extracting characteristic keywords and assigning to learned categories such as ‘Disturbance During Stay’), then matched to relevant response chains via recursive top-K retrieval over the Knowledge Net.

Critically, human-in-the-loop expert oversight is a first-class design element rather than an afterthought. A dedicated Knowledge Training Module lets clinical and policy experts run scenarios, view ML-generated profile scores via an Inference Visualizer, and approve, adjust, or reject the engine’s proposed matches before they enter the production Knowledge Repository. An Editorial team approval gate persists tuned changes to a temporary store until explicit Editorial approval, with audit trails, reason codes, and dashboard alerting on unapproved changes. If a citizen is not satisfied with a proposed response, the grievance is escalated to a healthcare professional who may select, modify, or author a new response. The ML never closes the loop without a human owner.

The cloud delivery is built on Microsoft Azure Cognitive Services (Translator Text API and Text Analytics API for multilingual NLP), SQL Server Enterprise for data, and a service-oriented API layer protected by TLS 1.2+, role-based access, and tokenized authentication. All data resides within sovereign hosting inside the country; no patient grievance content is used to train any third-party model.

Outcomes

The engagement institutionalized a reusable AI / Knowledge-Net framework that ADecTec has subsequently applied across multiple regulated and consequential domains — including a parallel international-health engagement on assistive-products selection, and adjacent work in defendant-matching scoring on the Artisan criminal-justice case management platform. The Editorial-approval gate, the Inference Visualizer, the audit trail with reason codes, and the Profile Tuner all originated as design patterns proven on this engagement.

The framework demonstrates a principled pattern for applied AI in regulated public-sector workloads — one in which the ML engine never makes a consequential decision unilaterally, every accepted match is logged against the originating record (model version, score, reviewer), and the entire system is auditable end-to-end.

Why It Matters

Most generative-AI conversations today still struggle with the basics of accountability, auditability, and human oversight. ADecTec was designing production-grade applied ML — with human-in-the-loop workflows, Editorial approval gates, immutable audit trails, and explicit data-sovereignty boundaries — five years before those questions became mainstream. The Knowledge-Net framework remains a defensible, government-grade pattern for any consequential matching, classification, or recommendation problem in which human accountability cannot be compromised.

For government, healthcare, and regulated-industry clients evaluating modern AI/ML deployments today, ADecTec brings not slideware but a demonstrated, deployed, and continuously refined framework with a multi-year track record of disciplined operation.

Outcomes:Knowledge-Net grievance-to-response matching with ML-enriched profiles and top-K retrieval; human-in-the-loop training, Editorial quarantine, and audit trails with reason codes; multilingual NLP on Azure with sovereign in-country data; patterns reused for international health and criminal-justice workloads; end-to-end accountability (model version, score, reviewer on every accepted match).
